The IEC Council, formed in June 2006 by Microsoft, is a corporate outreach effort designed to address the interoperability concerns of Microsoft's customers and other software companies. Bob Muglia, president of Microsoft's Server & Tools Division, directs the council's efforts. The council has existed for nearly four years, but Microsoft has just now publicized the details.

"This is the first time we have gone public with any of the operational details and results achieved by the council," stated Kamaljit Bath, a Microsoft principal program manager and technical lead for the IEC Council, in a blog post.

Leading policymakers, practitioners and academics agreed that the real challenges today are semantic, organizational, legal and political. You can have perfect technical interconnection of your information systems, for example, but you won’t have interoperability unless people in different agencies know how to collaborate on information sharing and are willing to do so.

As great as Windows 7 is (and I think it’s pretty great), it should come as no surprise that many organizations are running or will run Windows 7 in a mixed environment. Because of this, Windows 7 is going to have to play nice with a variety of other environments, drivers, APIs and so on, from predecessors including various versions of Windows XP and Windows Vista to Linux, Unix and even the Mac OS X. With so many disparate operating systems, the issue of interoperability becomes extremely important, and you may be wondering what features Windows 7 has in order to support interoperability. I had the opportunity this past week to go back up to Microsoft for the second year to attend the Microsoft Web Developers Summit. The event brings together a wide range of people related to web development in the PHP community. This year the group was made a bit more diverse because of the inclusion of a few members of some of three communities of PHP-driven applications: WordPress, Joomla and Drupal. It made for a nice mix and, really, for what I think was one of the more interesting parts of the event (but more on that later).

After several years in the PHP Community I’ve come to realize that there are 4 major events on the PHP social calendar, tek, DPC, ZendCon and MSWDS. (Microsoft Web Development Summit) There were 3 MSWDS that took place while I was at Zend and try as I might I could not score an invite to this private party. However, last year my number came up and I was luck enough to be invited. (My thought from MSWDS08 can be found here.) While I had a good time last year, this year was an order of magnitude more interesting, fun and productive for me personally.
